Problem
If an employee is on hold, or has a pay of 0.00 then a tax refund may not be generated.
Resolution
To enable tax refunds disable the option Utilities > Options > Withhold tax refunds when pay = 0.
If this is unticked then a tax refund will be generated once the payroll is recalculated.
