What is a framework
A procurement framework/framework agreement is a list of pre-qualified list of suppliers who have completed the compliance to get on the framework to be able to provide goods & services to potential buyers.
Procuring through a framework offers an alternative procurement method to a full tender/procurement process and allows public sector organisations & authorities to save time and risk by selecting a supplier from the pre-qualified list of suppliers.
Benefits of procuring through a framework
- Simplified procurement process – Suppliers are pre-qualified on the framework and can be selected for further procurement exercises whilst eliminating a full tender process. The terms and conditions of the framework are also pre-negotiated with the framework providers.
- Procurement compliance – Framework agreements and further competitions through the frameworks are complaint with procurements laws & regulations.
- Pre-qualified suppliers – Suppliers on the frameworks are pre-qualified enabling buyers to select suppliers easier and run further competitions or direct award.
How to procure through a framework
Step 1: Determine method of procurement
- Determine if the framework allows for a further competition or direct award.
Step 2: If using a mini-competition
- Review your requirements and produce a specification of requirements.
- Invite short listed suppliers to respond to the mini-competition/further competition.
- Review responses from the mini-competition/further competition fairly against the criteria you set up.
- Award the contract through the framework to the supplier who best meets the criteria
Step 3: If using direct award
- Identify the supplier from the framework that best meets your needs.
- Place an order directly with that supplier.
